If you'd rather avoid the rain risk entirely, Negombo's own best-months window is December through March, though that's also the region's peak season with bigger crowds and higher prices. Confirm conditions before you go — the year I visited, cyclone damage had suspended the scenic Kandy–Ella train line, which is the kind of disruption that can affect a trip regardless of season.
